Latest Update: The latest installment of PM-KISAN given to farmers saw a decline of over 24% as confirmed by the Centre in Parliament on Tuesday. The amount given under the scheme on May 31 last year was nearly Rs 22,555 crore, which dropped to around Rs 17,985 crore on October 17, 2022, and further declined to Rs 17,107 crore on February 27, 2023. A News18 report on March 9 revealed that the number of farmers receiving the latest installment dropped from 11.27 crore last May to about 8.54 crore on February 27. The reason for this could be due to farmers’ land and beneficiary records not being updated in central databases, which is mandatory for transparency and to prevent frauds and ineligible beneficiaries.

PM Kisan Samman Nidhi Yojana
The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) is a Central Sector Scheme that is fully funded by the Government of India. It has been in effect since 1st December 2018 and provides income support of Rs. 6,000 per year to all farmer families across the country. This amount is disbursed in three equal installments of Rs. 2,000 each every four months. The scheme defines a farmer’s family as comprising a husband, wife, and minor children, and it is the responsibility of the State/UT Governments to identify eligible beneficiary families. Funds are directly transferred to beneficiaries bank accounts.
Farmers who meet the exclusion criteria listed in the Operational Guidelines are not eligible for the benefits of the scheme. To enroll in the scheme, farmers must approach the local patwari/revenue officer/nodal officer (PM-Kisan) designated by the State Government. Common Service Centres (CSCs) are also authorized to register farmers for the scheme upon payment of fees.
The objective of PM Kisan Yojana
India’s economy heavily relies on agriculture, with farmers being a crucial section of society. Despite this, financial stability has remained elusive for farming communities due to socio-economic disparities between urban and rural areas, affecting a significant portion of the country’s population since independence. To address this concern, the Central and state governments have launched various initiatives, including the PM Kisan Samman Nidhi Yojana, introduced in 2018. The sixth installment was disbursed on 9th August 2020, benefitting approximately 8.5 crore farmers and aiming to help 125 million farmers in India, particularly those with marginal or small holdings.

Income Support
- Eligible farmer families receive Rs.6000 per annum divided into three equal instalments of Rs.2000 every four months.
- No usage restriction is defined in the guidelines, allowing beneficiaries to use the amount as per their discretion.
Funding
- The scheme is entirely funded by the Government of India.
- Initially, a reserve of Rs.75000 crore was announced to be spent on this initiative.
- The latest instalment on 9th August 2020 disbursed Rs.17,000 crore to beneficiaries’ bank accounts via Direct Benefit Transfer (DBT).
Identification Responsibility
- The State and Union Territory governments are responsible for identifying eligible farmer families for the scheme.
- A farmer’s family shall comprise a husband, wife, and minor child or children as per the scheme’s definition.
Who is Excluded from PMKSNY?
- Institutional landholders are ineligible for this initiative.
- Farmer families with members meeting any of the following criteria are also ineligible:
- Individuals who hold or have held a constitutional post.
- Individuals who continue to serve or did serve as employees and/or officers in any government ministry, department, or office and its field unit.
- Persons who served as an officer or employee in any Central or State Public Sector Undertaking (PSU) and Autonomous bodies under the Government.
- Regular employees of local governmental bodies.
- Present and former Ministers of both Central and State governments.
- Present and former members of the Lok Sabha and Rajya Sabha.
- Present and former members of State Legislative Assembly and State Legislative Councils.
- Any present or former Chairperson of District Panchayat.
- Present and Former Mayor of any Municipal Corporation.
- Individuals who filed income tax in the previous Assessment Year (AY) or their family members are not eligible for Pradhan Mantri Kisan Samman Nidhi Yojana.
- A person and their family who receive a pension of Rs.10,000 or more every month due to retirement or superannuation are excluded from this scheme, except if they belong to a multi-tasking staff, Class IV, or Group D employees.
- Families with professionals such as doctors, engineers, chartered accountants, lawyers, and architects who are professionally involved in respective fields are also ineligible for this scheme.
Eligibility Criteria – Pradhan Mantri Kisan Samman Nidhi (PM Kisan)
- In the database, the land owner’s name, gender.
- Social Classification (Scheduled Tribes/ Scheduled Tribes).
- Aadhaar number, bank account number, and mobile number, etc.
- Land record details.
- Jan Dhan Bank Account Number, Aadhaar and Mobile Number will help in identifying eligible beneficiaries and incompetent claimants.
- The scheme is sponsored by the Central Government. Therefore, the farmers have to be citizens of the country.
